Planners should consider all costs when making decisions. Additionally, with political pressure to lower taxes and increase services, the total costs of motor-vehicle operation shift from being borne by private individuals to society as a whole, and the total costs increase. All, especially politicians, should be cognizant of the political implications of their actions.
